21. Procedures related to the approval of opening an account in a bank located abroad
(1) According to sub-section (2) of section 32 of the Act, an officer or employee who wants to open an account in a bank located abroad, with the reason for opening the account, should be submitted to the Prime Minister in the case of the Chief Secretary, in the case of the Secretary to the Chief Secretary And other officers or employees of the body under the secretary should submit an application to the concerned secretary. But it will not be necessary to take approval in the following cases:-
(a) In case of going abroad to participate in studies or training after being nominated by the Government of Nepal or after obtaining prior approval,
(b) If he has gone to work abroad with the approval of the Government of Nepal,
(c) If he has been posted abroad to perform government work.
(2) If an application is received according to sub-rule (1), the concerned official shall examine the application and decide whether to grant approval or not.
(3) According to sub-rule (2), if a decision has been taken to approve the opening of an account in a bank located abroad, it must be sent in writing to the Nepal Rashtra Bank for record keeping.
(4) According to sub-rule (2), if a decision has been taken not to approve the opening of an account in a bank located abroad, the relevant official should be informed immediately in writing.
(5) The account opened according to this rule shall be closed within thirty-five days after the officer or employee who opens the account in Nepal and inform the agency where he/she works.
Explanation:
For the purposes of this rule, " ” means a finance company or any other institution that collects or collects deposits.
